The University, having taken advice from Queen's Counsel, has reviewed its governance and income as stated in previous audited financial statements and determined that it is not a 'contracting authority' for the purposes of EU public procurement regime as implemented by the Public Contracts Regulations 2015 (as amended). This applied from 1 August 2018.

It seeks to further grow student numbers in addition to building upon our renowned reputation for working with business in order to increase our income streams and research activity. We recognise that the Higher Education market is becoming much more competitive with much greater emphasis on student choice and that we need the staff, processes and systems to enable us to change and continually improve our performance to meet these evolving needs.

We recognise that our Procurement strategy is a key enabler in helping us to fulfil our Teesside 2027 ambitions and that the implementation of our Procurement Policy and procurement activities that will ensue from our Procurement Strategy will enable us to achieve competitive advantage through making best use of available resources in addition to helping us achieve wider social objectives e.g. carbon reduction, ethical sourcing and support for local industry.
