Title: The Skills Problem – Evidence versus Rhetoric’

Abstract:
Skills, in particular the ‘skills problem’, is a popular subject especially when it comes to providing so-called solutions to help improve the UK’s economic and productivity issues.

A commonly cited ‘cause’ of the ‘skills problem’ are poor levels of education with schools, colleges and universities targeted for blame.

I’m sure all schools, colleges and universities would agree they could do more to improve standards, but is this the true ‘cause’ of the UK’s skills problems?

Do other factors come into plan and, if so, what else does the evidence suggest?
