Professor Kelly has held various NHS posts across the North East, including two years as acting regional director of public health. He is currently the centre director for the NHS in the North East and was previously director of public health for Stockton Council.
He is a long-standing advocate for identifying and addressing health inequalities in the region and, during the COVID-19 pandemic, Professor Kelly was responsible for the public health response for the North East and Yorkshire.
In 1998, Professor Kelly was appointed as a Professor by Teesside University and remains a Visiting Professor to this day, supporting the work of the University’s School of Health & Life Sciences. He was also a founding director of the former Centre for Health & Medical Research at Teesside University.
